Sri Lanka is a country in South Asia that has had a long record of achievements in securing the well-being of its child population. British writers in the 19th century, accustomed to Victorian values on child rearing remarked on what they saw as the over indulgence and love and care showered on children. Social policies on giving access to state sponsored health and education programmes which reached the child population even in rural areas ensured that both boys and girls had access to basic needs of health care and education from the nineteen forties.
